Background
Scarlet is an assumed name taken by Olio Leigh'O. She claims it's because she has to travel in disguise due to her problems with authority. Really, she's so infamous that a fake name doesn't help: she only does it because it sounds cool.
And no, she doesn't wear an eyepatch with studded leather biker gear. Unless it's Halloween.

Backstory
Scarlet is one of the several titles assumed by Olio Leigh'O, a famed Bard frequenting nearly all areas of the world but mostly staying around the Junoan region and the central area of the Western continent. In her earlier years as an adventurer she traveled in the old Draconian Empire area with her party, undergoing escapades and capers in a headlong attempt to gain riches and fame while hopefully ridding the world of some bad influences. During her travels she gained many experiences, faced many perils, and had a number of friends die. She also was forced to accept the evil in those close to her and come to understand the fact that perhaps not everyone was, in fact, "good deep down inside", or at the very least had no interest in "improving". This did something to harden her viewpoint of things, making her more cynical, while at the same time giving her a broader viewpoint on things and making her less naive and impressionable, more prone to take the most direct and effective route.
As the party became more powerful and famous, so did Olio herself gain notoriety and a reputation as a rabble-rouser and inveigler without peer. Contrary to her intentions, her tendency to use her silver tongue did nothing to smooth the waters, and only made her more infamous as an up-stirrer of trouble.
Olio's party stopped being seen together roughly six years ago, and she found herself alone again. Forced to survive for several years in the wilderness, she gained a semi-savage aspect to herself and became stronger and tougher. When the time came, she slipped back into society and began her work anew.
Leigh O'Tanner and Red Thrush are among the other aliases she's been known to use. She also has a few alternate identities with varying race and gender. Strangely, she rarely uses them, preferring to face her enemies openly and ride the waves of the reputation she's worked so hard to build.
Her tendency to openly oppose injustice and even the law itself has landed her in hot water worldwide, and very few authorities take kindly to her presence. Needless to say, numerous people have placed a price on her head, and in several cities guards have been given an arrest-on-sight order. She travels constantly and is rarely in one place for more than a few days.
However, she's managed to maintain immense popularity with common folk and with a small number of honest merchants and noblemen. She's somewhat of a legendary figure in some areas of the world, and her appearance in certain towns is somewhat akin to a bizarre, anti-heroic knight in shining armor. Lord knows she does everything she can to live up to this reputation.
If it weren't for her charming personality and general influence, she probably wouldn't be able to set foot on a patch of civilized land anywhere without getting tagged, chased, arrested, assassinated, burned at the stake, stoned, pelted, drawn, quartered, stripped down, rap.... er... you get the deal.
Goals
While Scarlet's ultimate goals and purposes are unknown, she's obviously interested in assisting the downtrodden and persecuted to achieve freedom, while at the same time retaining freedom of her own. From time to time she lends aid to good-intentioned organizations that could use her help in vanquishing a greater evil. On the whole, though, she is somewhat unpredictable, and no one feels that they can fully trust her. To those who ask, she usually politely answers that she's "attending to something" or "dealing with important business." Perhaps she has no cut-and-dry goal, preferring a free life streaked with helping the world become free as well.
Combat
When faced with a threat, Scarlet usually tries to calm things down by talking. That failing, she initiates combat, using illusion and buffer magic to strengthen herself and whatever allies happen to be handy. She then operates as a tactician, boosting them up and healing them intermittently. She herself tries to avoid direct melee, knowing her armor and physical toughness probably could not withstand the blows of a well-trained fighter with a good sword at his side. She uses her bow and keeps a good distance, though her sword and whipwork are decent should she ever find herself in absolute need. If the battle sways heavily against her, she beats a hasty retreat on a summoned mount or uses her variety of backup emergency scrolls.
If she's out to "get" someone and finds them after a long hunt, she'll usually use her illusions to confuse them and pick them off from a distance until they're too weak to resist capture and interrogation. Despite her relentless and occasionally reckless attitude, she's merciful and even kind to her captives as long as they seem to have some semblance of good in them.
Relationships
Due to her freewheeling lifestyle, Scarlet occasionally forgets people she meets for only a day or so. She nonetheless cares deeply for most and does her best to help them however she can. When she believes she's in dire peril, though, she throws manners out the window and openly treats people in accordance to her real opinions of them. Those who are close to her will notice that she has been more distant in recent years.
Some entities known to have endorsed her are the Kingdom of Juno, The Odd Brothers, The Goldwater Order, The Vintner's Guild, The Fochlucan and Mac-Fuirmidh Colleges, the Principality of Drakenheim, and the clergies of Pelor, Sune, Heironeous, Olidammara, and Fharlaghn. She generally finds support from common folk everywhere.
Among those who have opposed her are the West Andus Trading Company, the Free Cities of Al-Amarathan, the Kingdom of Greater Lasaedar, and the clergies of Hextor, St. Cuthbert, Vecna, Nerull, Lolth, Erythnul, Moradin, Bahamut, Tiamat, and Corellon Larethian. She finds general dislike from lawmakers, constables, and cultists.
